CMS-9761 remove obsolete hippo:translated mixins and translation.id properties from bootstrap content

- new TranslationsInstruction to import translations resource bundles as JSON
- rewrite all xml translations resource bundle files to new JSON format and adjust corresponding instructions
- this requires BundleFileInfo to be more generic

- dedicated feature branch version
- port changes from ESSENTIALS -769

- xml configuration files apparently need to have unique names among plugins
- don't skip importing configuration files when they are delta xmls

- move template translations to new repository-based resource bundle for templates
- this requires enhanced xml import capabilities in essentials

ESSENTIALS-779 replace usage of hippo:translated for folder and document display names with hippo:named

- old version x.y.z => (x+1).0.0
- bumped to latest project or release parent pom
- also updated copyright year where needed
- cleaned up/moved dependency version properties to main pom.xml from child pom(s)
